As he and Bobby began to spend time together, they develop feelings for each other and he moves in with Bobby and Sam so they can be a family. After a while, their friendship starts developing into feelings. Frank decides they have to make a move and they start a relationship of their own. Bobby constantly worries however that he is on the rebound; this makes her cry a lot and let her usual strong image fade. Frank decides to show his commitment to Bobby and asks her to marry him. On the day of their wedding, Bobby's birth mother Morag secretly turns up to the wedding; at this point, Bobby still is not aware of the identity of her biological parents.

Greg is upset when he learns what she did but they soon reconcile. Greg enlists the help of Sam and Adam Cameron to record a video message asking Bobby to marry him. Bobby falls asleep while watching it and arguments prevent Greg from showing it to her. Eventually, Sam plays the tape for a delighted Bobby, then plays it again when Greg is present, allowing Bobby to accept. The marriage is plagued by financial problems and constant arguments.

One night, Ailsa hallucinates and Bobby's ghost suddenly appears before her on the fridge door, telling Ailsa that Alf cares about her. Sam was introduced into the serial as a foster child of Bobby Simpson . His father, Greg Marshall is later introduced into the series and goes onto marry Bobby. Character development
Sam is involved in illegal activities with Rod Sutton and are both arrested. Sam appears in court and is given a good behaviour bond after Donald gives him a character reference. Donald suggests Sam live with him and he moves out of Summer Bay House. Shortly after joining an actors agency when he was seven years old, Clark was sent to audition for Home and Away, and he secured the role of Sam in 1991. Clark was provided with a tutor on set so he could keep up with his schoolwork.

Although he still kept in contact with Sam, he wasn't always the most reliable of fathers. In 2000 he travelled to Summer Bay and asked Sam to come live with him and his fiancée. By now, Sam was back living with Donald but was feeling insecure about their relationship. He was conscious that he wasn't related to Uncle Donald and felt that he was only in his home because he had nowhere else to go.

Sam blames Adam and Greg can no longer cope with Sam and abandons him. Sam is later fostered by Pippa and Michael and has minimal contact with Greg for several years. Sam is generally happy with the Rosses but Michael dies during a flood trying to rescue Sam. Both Sam and Jack Wilson , blame themselves for Michael's death. Greg meets single mother Fiona Harris and helps her find her missing son Toby . They become fast friends and Fiona later takes a job working for Bobby's father Donald Fisher as a housekeeper.

Their marriage starts to face problems and Bobby refuses to let go of the thought he is on the rebound. So after constant disagreements, Frank decides to leave Summer Bay for New York City to reconcile with Roo. In 1998, Jason Herbison from Inside Soap reported that Rebecca O'Dare had signed up to play Sam's new love interest Pam Edmondson. He added that the storyline was scheduled to last a "couple of weeks" and would not really develop much. Another love interest for the character was introduced later that year.
